  1. Since July 16, 2010 – With all due respect – The silent majority and I have been emailing and will continue to email the Miami-Dade BCC to pass a resolution recommending that the 874 and 878 tolls be delayed until a bonafide public vote is taken (preferably on the ballot of the Nov. 2nd elections). The BCC suckered the silent majority and me with the Marlin Stadium deal, (although, at the time, I aligned myself with those who opposed the Marlin deal, because taxpayer moneys should never have been so used.) But the silent majority and I will not be suckered again with this 878 & 874 tolling. This emailing campaign re the MDX tolling is a no-cost way of asserting the basic principle of “No taxation without representation;” and of refusing to be insulted by the over-arching arrogance of the BCC, vis a vis the public which supposedly they represent. This emailing campaign replaces other sophisticated strategies which could consume time, money and effort, e.g. petition drive, phone-banking, etc. Below are the communications…ck.

Commissioner Sosa, with all due respect, I did consider your suggestion for me to communicate directly with the MDX. And, as with most complex problems, there are several solutions. One strategy is to communicate directly with MDX, which I am doing. Another strategy is to strongly request that the BCC pass a resolution advocating that the 874 and 878 tolls be delayed until there is a direct public vote on such tolling, preferably on the November ballot; and, at least following the ballot parameters I’ve outlined below. Grant you, BCC does not have direct control; however, such a resolution will go a long way toward achieving a direct public vote. And, at least, BCC will achieve positive PR, i.e. looking out for public justice. A third strategy is to work toward a “Letter to the Editor,” or columnist’s interest.

The silent majority and I will continue with all three strategies until we achieve justice, i.e. a public vote on the tolling, based on the parameters as outlined below. Thank you for your interest and advice….ck —–Original Message—–

Ms. Polo, with all due respect, here is the MDX website description. I’m right on the mark with the County Commission (BCC), especially with its Home Rule Charter. And the State could be jurisdictionally involved too. The MDX tolling policy re 878 and 874 is nothing more than stealth stealing from the middle class. (The tolling apparatus does not even make a sound.) If more money is needed, a one major solution is to restructure the tax code so that the more affluent would pay their fair share. The tax waters are muddied when government people talk about tax increases as if ALL taxpayers were on the “chopping block.” But, in all honesty, that’s not so. It’s the more affluent whose taxes should be increased so that they would be paying their fair share. Right now, government spokespeople are allowing the more affluent to hide behind John Q. Public. Bottom line, tolling on 878 and 874 should be put on hold until a public vote; and that there be a vote in the November ballot about the issue, as described in my letters below…..ck

“MDX is a state sanctioned, locally administered, public agency created in 1994 by the State of Florida and the Board of County Commissioners of Miami-Dade County. MDX is governed by its Board, comprised of 13 volunteer members appointed by the Board of County Commissioners and the Governor of the State of Florida.MDX oversees, operates and maintains five expressways: SR 836/Dolphin Expressway; SR 112/Airport Expressway; SR 874/Don Shula Expressway; SR 878/Snapper Creek Expressway; and SR 924/Gratigny Parkway.

“The MDX transportation system will provide safe, affordable choices for the movement of people and goods in Miami-Dade County. The system will support and sustain economic opportunities in the South Florida region. It will be equitably tolled, well maintained, reliable, multimodal and aesthetically pleasing while also being environmentally sensitive. This system will be planned, delivered and operated in cooperation with MDX’s partners in the public and private sector.”

Ms. Klieman, We are in receipt of the emails you have sent to the district offices. The Miami-Dade Expressway Authority is an agency of the state and therefore your concerns are better addressed directly by MDX staff. Please let me know when the best time is to reach you so I can directly answer any questions you may have.
Thank you and have a pleasant weekend.

With continued respect, it has been brought to my attention that whoever is in charge will be instituting a “Frequent User Rewards Program” as PR. Why? Poison (i.e. unilateral decision to toll 874 & 878 in the way it is being done) is still poison, even if it is sweetened with a “Rewards Program.” And don’t all the administrative costs involved in such unilateral tolling and Reward Programming belie the need for road funds. It doesn’t make sense, except to be another way to milk the public. In my Civics class, that’s not what I learned our government should be or do. Please let there be a public vote ideally on the November ballot. Why not?…ck

With all due respect, you might not be the Redcoats; I might not be the wife of Paul Revere; and Miami-Dade County might not be Lexington. But it’s the same dynamic of taxation without representation. With all due respect, there should be no tolls until there is a public vote. Otherwise, it is taxation without representation. It seems counter to the basic historic tradition of our awesome representative democracy that appointed personages (no matter how well their intentions) of appointed personages of appointed personages of elected officials can inflict taxation. The silent majority and I will persist to drive along the by-ways to avoid the toll roads whenever and wherever possible, until there is a bonafide public vote, at a time and day when most people will be available to vote, with a ballot that has understandable context, is clearly written and includes no double negatives nor legalese that befuddles even the best of minds. You might have conjured up all the administrative rules and regulations to confirm yourselves and your decision to toll as you are now tolling. But it is a house of cards; and I think you know it…CK
