MDX Board Meeting presentation- Tuesday Jan. 25.

This past Tuesday evening I spoke before the MDX board of directors.  I expressed many of the concerns from the toll paying community that we have heard in these past 6 months.  Specifically from our area of southwest Miami-Dade where many feel they are expected to pay excessively high toll rates compared to other residents in other parts of the county.

I presented our idea of rolling back toll rates and was informed after the meeting that this idea would not be possible because of the repayment structure of the municipal bonds that MDX is committed to paying back.  Well, if we can’t get a fair deal by requesting a roll back to toll rates, then we will work to make sure MDX does not materialize reasons or excuses to increase toll rates beyond the excessively high rates that we are presently paying.

The reality of MDX offering any customer discount would have to come from “non-toll’ revenue sources.  One idea that MDX is considering is selling the naming rights to the highways to generate money that could be used for this purpose.   Actually, this idea could potentially generate millions of dollars for a customer discount program.  We like it.  So it is possible that in the near future the 874 could be re-branded as the “Progressive Insurance Highway” or something like that. This has been talked about for years and I was encouraged to see the board finally make a conclusive decision to initiate action on this idea.

Additionally I was encouraged by the efforts of MDX to work with FDOT(Florida Dept. of Transportation) to bring about MDX’s access to the Sun Pass customer database for better communications with the public.  I voiced our concern that much of the public is not represented at many MDX and FDOT meetings and public workshops.  To which the board took a personal offense.  After my presentation I was verbally reminded that the members of the board are toll payers too.   And that they are volunteer appointees that do not get compensated for their time and efforts with MDX.  I would like to personally apologize to any board member that was offended by my comments.  What I meant to say is that more efforts need to be made to physically get more people from the public to attend MDX and DOT meetings.   And we feel strongly that MDX’s access to the Sun Pass customer e-mail and text message data base would accomplish this.  So DOT and MDX, let’s make this happen before June of this year, please!

Our new friends at TransitMiami.com agree: MDX needs to change.

This week we made contact with TransitMiami.com, a group that recently was instrumental in getting FDOT to lower the speed limit on Brickell Avenue in downtown from 40 MPH to 35 MPH.  Additionally they have been successful in demanding that DOT add more crosswalks on this very busy road. Our hats off to this citizen group with very clear goals and long term perspectives for real and viable transportation solutions.

It is good to know that we are not alone is realizing that MDX (Miami Dade Expressway Authority) needs many changes.  First and foremost the board of directors must be changed from appointed to locally elected.  We feel that the present board does not accurately represent the everyday person or small business that is paying the tolls.

We agree with TransitMiami that more needs to be done to implement real mass transit solutions.  Our idea for helping with funding for mass transit would include using the new found revenue that MDX is realizing through the use of O.R.T. (Open Road Technology) and apply that to a fund for the expansion of mass transit.

MDX’s tunnel vision of more and more highways will only keep us addicted to our cars.   We need to tell our dealers(MDX) that we are going to rehab and we’re willing to pay for it only if we can get there on a bus or Metro Rail.

One idea that we have presented to MDX (Miami-Dade Expressway Authority) is for them to consider “rolling back” the toll rates on all roads and highways which now use ORT(open road tolling).  The fact is we know MDX is collecting more toll revenue with this ORT system than ever before because it allows them to effectively put a wireless toll collection gantry along any stretch of highway at a fraction of the cost of building traditional contrete toll plazas with employees and a lots of liability.

We believe our idea would be very fair since more people are paying into the system.  So the burden of paying back the MDX bonds is lessened for all.  We understand that they need more money for additional projects and maintenance.  So why not at least split the difference with the toll payers.  If they are collecting 40% more revenue now with ORT, then keep 20% for projects and discount/”roll back” the toll rates by 20% for the users.

This idea may sound radical to MDX, but it sure does make sense for the hardworking people of Miami-Dade county.  Not to mention that businesses would also benefit.

Bad Singage Misdirects- re-printed from Miami Herald, Dec. 27

On Monday, Dec. 13, I was traveling southbound on the Palmetto Expressway and drove south of Bird Road.  I had to get to Dixie Highway, but unfortunately the expressway signage was poor.  I was forced over to the left, which caused me to drive onto State Road 874, the toll road, which I had no intention of doing. The very poor signage to direct southbound motorists which way to go (left or right) on the Palmetto Expressway south of Bird Road had me going left, which was the way I didn’t want to go.

I believe that I will be forced to pay a toll, which I haven’t received notice of yet.  Both the Florida Department of Transportation and the MDX Authority share the blame for this poor signage, which will rip off motorists (including tourists or local residents) for the next few months.

Very poor planning was done to allow this construction issue to happen on a very busy roadway, especially in a community that is home to hundreds of thousands of nonnative English speakers, or people living in Florida only part-time who might not know the local roads.

If this is the best our governmental agencies can do, perhaps these organizations should be abolished, or they certainly need new oversight.

Our meeting with State Representative Carlos Trujillo

We would like to thank representative Trujillo and his office staff for making us feel welcomed and for listening to our concerns about MDX, Miami-Dade Expressway Authority.

At our meeting Miller and I talked about the many things we have learned about MDX since forming RollBackTolls.com this past August.  A lot of which the general toll paying public of this county really need to know and get more involved with.

Some ideas and concerns discussed with representative Trujillo included:

  • Researching the statutes and legislation that actually allowed MDX to be formed in the first place.
  • Our idea of getting MDX to “Roll Back” the toll rates, now that they are collecting anywhere from 20-40% more revenue with the new ORT system on 924, 874, and 878. (and 836 and 112 by 2014)
  • Looking at possible legislative changes that would require all MDX board members to be publicly elected and not appointed.
  • Why MDX is allowed to charge a $3.00 per month processing fee to collect from Toll By Plate users.
  • Our concerns about MDX’s outstanding debt of $2.5 Billion dollars when it manages less than 35 mile of highway/roads.

It is good to know we have an open channel of communication with our state representative, Carlos Trujillo.  We look forward to his help in addressing our concerns and bringing much needed changes to the Miami-Dade Expressway Authority.

E mailing Sun Pass users- An idea that’s long overdue.

RollBackTolls.com, your information leader re: toll roads in South Florida, recently proposed to Gus Pego of FDOT (as we did to MDX back in September),  a simple no-cost way to “get the word out” to SunPass users.  FDOT already has e-mail addresses in its data base for all it’s credit card rechargeable customers.  As an example, the turnpike is getting ready to eliminate toll plazas in favor of ORT (open road tolling).  FDOT is spending considerable monies on radio and other advertising to “get the word out”.  Gus Pego thought this no-cost informational tool, a great idea.  Now it’s time to implement that idea.  SunPass has an obligation to “get the word out” for any news or proposed changes in rates or routes in its system.  We at RollBackTolls.com look for a January 2011 commencement of that ‘great idea’.

We were very encouraged by the dialogue on this topic between MDX and DOT at the Dec. 7th MDX finance committee meeting.

MDX’s Outstanding debt as of Dec 7, 2010: $2,536,467,845.00 ($2.5 billion)

We attended the MDX finance committee meeting yesterday Dec. 7th and learned a few more things about MDX and how it operates.  Mainly that they are operating with a $2.5 Billion debt!!  Not million folks, but a 2.5 “Carl Sagan” BILLION.   Upon learning of this figure I was immediately questioning how a relatively small expressway authority like MDX, that manages less than 50 miles of highway/roads is allowed to accumulate such a staggering amount of debt?  Especially when their total annual tolling revenue is only $110 million dollars.   Is anybody paying attention????

And the majority of the time all that was talked about at the meeting was the need for more funding for “future” projects with little regard for the present debt.

Our suggestion would be to halt future projects and pay down the debt before it gets more out of control than it already is.

Fairer Tolling is a Two Way Highway.

In recent months since Miller Myers and I started Roll Back Tolls we have talked to hundreds of people that have many different views and opinions about the new MDX tolls on 874, 878 and 924.  Many, including myself were not happy to see the new tolls going up. I as others was upset that we now have to participate in paying the tolls when we never did before.  We have seen comments on our website and Facebook page stating that we are just bitter about this new reality when in fact many of the people south of the 874 have been paying the full price for many years.   Believe me we have gotten an earful from this group south of 874.  And we have listened and have posted their comments to our website.  After all we want to be a resource for all views and opinions regarding the many transportation issues facing our community.

In our many communications and meetings with MDX we have been told that the new tolls allow for a more equal and “fairer” method for everyone to pay their fair share.  Well, since MDX now is on this crusade to level the toll paying playing field we should ask them to do the same for us.  You see, MDX is collecting a lot more revenue from the added tolls on 874 and 878 than before, thanks to O.R.T. (open road tolling technology).  From our estimation 10-30% more toll revenue, especially when you factor that they no longer have to hire toll collectors, construct toll plazas, collect, handle and count cash, etc.

Our Solution:

A fair and equitable solution would be to “roll back” the overall toll rates on these roads by the exact percentage of increased revenue generated from the additional toll sites/gantries.  As an example, the toll rate for traveling the full length of the 874 from the turnpike to the Palmetto/Bird Road is currently $1.00.  Reducing this by say 25%, from the added revenue MDX now collects, would lower the cost from $1.00 to .75 cents.  This would help all toll payers and especially those south of the 874 that have been carrying the full burden of the tolls for many years.  In this example MDX could “roll back” the toll rate before Bird Road from .50 to .25 cents.  And additionally roll back the rates on 878 as well so that the total cost of traveling the full length of 874 to Bird or to US1 would equal the new “rolled back” rate of .75 cents. Moreover, this could be done with little to no additional implementation expense to MDX.  Just push a few buttons, click, click, click on the O.R.T. computers and presto!  Fairness for all!

We realize there are no FREE roads. I am reminded of this every time I fill up may gas tank or look at my Sun Pass bill.  No one is asking for a free ride on MDX’s roads.  We would though appreciate a better effort in communicating with the toll paying public from now on.  Especially if MDX wants us to pay the mortgage for many years into the future.

I would hope that the top brass at MDX take this practical solution to heart and look at it for it’s fairness and worthiness.   It’s time MDX show some compassion to its customers, if that’s who we are, during these challenging economic times.
